If you mean that the virus somehow only affects keratinocytes with high amounts of melanin, you're still going to target any white people with spots, and it's going to be very difficult to kill someone with a virus like that anyway. Hell, even if the virus targeted the melanocytes themselves, you would still kill everyone who has black hair (if you could make it deadly in the first place). The truth it that, although human races are biologically and genetically distinct, it's not going to be easy for you to target it with a deadly disease. The differences between human races arise from the correlation between the presence of different genes, not from any single gene.
Even if you wanted to exterminate a very neatly genetically defined group of people, like the ones with Down's syndrome, you would need 2060 technology and a heck of a lot of people and resources.
If you wanna kill all black people, the absolute best thing you could do would be to start your military and political career ASAP and aim to become a dictator whenever the next great depression hits. It's just much more likely to happen.
