Trump's public health policy in the early days of the pandemic was based off of Kushner's observation, which was that "yes, it could get bad but the damage is limited to latino and black areas so lets ignore it". Biden/democrats public health policy is to lock down, mask up, and distance whether it affected minorities disproportionately or intransigent and delusional Trump supporters. Underlying facts about death rates, infections, impact on health system is the same. Action based off of values, political goals, and outcomes are different. Again, this is the difference between science (what is and what will happen) versus what we want in the end.
