It also positions experiment as more mundane than it actually is. Oftentimes figuring out what to think of natural phenomena involves aimless experiments, and the core scientific work is making sense of everything with differential geometry or computer simulation. In that sense, you usually go backwards:
do experiment while you still have money to collect a fuckton of novel data -> spend years with your math department pouring over how to actually make sense of it -> make semi complete theory of the phenomenon -> retroactively validated by the data -> do some more experiments to confirm or refine theory
