You aren't going to get any answers on 4chan for a question like this. And the "universal wavefunction" includes the observer in it. Measurement is done by an outside system

so let's say i have one proton that is entangled with the proton on the other side of the world. Can i forced the proton to collapse and if so, would they, on the other side of the world, know it happened?

No. They would get a bunch of random measurements as always if they conduct any experiment on their proton, no matter what you do to your proton. If you later send a (slower than light) message to the other side of the universe with your measurement results the other person could confirm that the measurements were correlated though
