Some white trash hillbilly who works at McDonalds is not going to do the right thing unless there are regulations in plays that incemtivize them to do so. Mask mandates and vaccine mandates are one example of that, but as you correctly point out, they don't solve all the problems, which is exactly why we need to take a closer look at the issues to find out what additional policies need to be implemented.
