I think god is canonically real in the Bibleman universe, and answers his prayers as long as he can phrase it as a bible quote.
How do you stop him? Snipe him in head. The bullet gets to him before he hears it. The only way he could foil that is if he preemptively prayed with a bible quote about avoiding danger.
However, I have no desire to harm Bibleman. He taught some kids a valuable lesson about respect and not cheating at sports, he seems like a good dude.
