If you're interested in high insulin sensitivity for good nutrient paritioning then you should only ever consume simple carbs after a high volume resistance training session (here the idea is to use sugar to spike insulin so that most complex carbs you consume is taken up by muscle tissue). If you care about longevity you should avoid simple carbs entirely and even cycle your amino acid concentratione. If you care about mental performance we start to enter unknown territory, but in general a steady supply of daily complex carbs and less than 20g of simple carbs during high performance periods.
All of this varies with genetic and composition factors though. If you are fat for example none of this applies to you.
