While improving performance of F9 limited its market, at the same time made it a very powerful, and cheap rocket. 64 tons to LEO, no rocket could lift that much since Saturn V, and while this exceptional performance isn't yet much useful in commercial market, it's very useful to NASA and all other Air/Space Force missions. FH's launch schedule is a proof of that.
