Instead of consciousness, imagine for a second I am interested in "the easy problem" of thoughts and how the brain sends signals via neurons. So this is the question how electrochemistry works.
You don't want just a high-abstraction level overview, but also a low level specification: How is it implemented as a fundamental principle of the universe? (Answer: via electron orbitals, polar forces, acids, bases, etc.)
But then, you come and your answer to my inquiry how the brain sends signals is "evolution". How does that help me find out about polar forces, or why acids and bases are a thing? It doesn't. Electrochemistry is necessary for neuron signalling, but electrochemistry is wholly unrelated to neuron signalling. Just because it get used for evolution doesn't mean I am interested in what evolution has done with it.
So that was an electrochemistry example. What I am looking for: the framework that describes how qualia are generated from the (at minimum, physical) universe.
