Your conclusion is wrong. It could have a variety of other reasons.
It's highly unlikely that a viable mutation shows up in vaccinated people, since the total viral load is much lower and viral clearance happens much faster.

By the time the vaccine was created, all strains have already existed. The vaccine can only remove the strains resistant to it. Making itself worthless.
