Just have them drive on the bottom of the tube.
And while we're at it, there's no need to have the tube wrap all the way around, you're already in the car, you don't need a second roof.
Also since we got rid of the flying aspect of the cars, they'll be using tires, so we'll need a material that gives more traction than glass/plastic. Asphalt is well established to be the best material for that.
For the rest of the driveway (and the support structure that would actually be required for such a thing, the best material is probably reinforced concrete.
