This shit goes back to prefectures and enforcers of ancient times who acted on behalf of nobles to supposedly keep order. Even though in actuality there was an alternative agendas to make sure certain properties were protected and deal with political rivals who could challenge them. Also said people enforcing the law was given lots of room to abuse power without punishment specifically because they were aware of the alternative agendas at play.
All of this still happens today and plays out globally. This isn't a normalization this is the standard that's existed for thousands of years.
