Landing on the Moon in the 60s technology was already freak occurrence because the Space Race encouraged illogical levels of spending and needed half the brainpower of a generation in one place to accomplish. Further, colonizing the Moon is idiotic; it's 1,000 times less hospitable than Antarctica and there's really no good reason to live there that justifies overcoming those difficulties. AT BEST there might be a few military families, but even that's unlikely.
