largely, but not because of melanin. the cold winter theory holds more true here (up to a certain point - winters must be cold enough to get you to be diligent and thinking in long term, but not cold and long enough to not provide enough resources to actually advance a society)

High melanin is beneficial in easier environments where advanced building techniques and good social relationships isn't necessary.
Also why cultural differences are not talked about from an evolutionary perspective is worrisome. It could answer a lot of questions.

People who evolved in warm sunny climates became darker as an evolutionary protection against UV light from the Sun. They had life easier, since surviving is easy in a warm climate, hence the high populations of tropical countries. Lay around and fuck. Doesn't take much brain power.

People who evolved in cold harsh climates had to be smart to survive, so they got smarter over time due to evolution and natural selection. Dark skin was considered ugly to them, so they chose light skin colored mates. Even blacks today prefer lighter "yellowbone" black women to black black ones.
