Earth is the best place there is, why would anyone in their right mind want to leave.
The plan is to get aimless gullible types to spend their lives shut inside thinking about pointless space fantasies instead of possibly getting in the way of more tangible and impactful events here on Earth where everyone is.
NASA is a bread and circuses show, you're well fed and entertained and you value that, so you don't want to rock the boat if other things are taken from you, because that might put your precious bread and circuses at risk
