Honestly I suspect most governments drag their heels on the issue of long term storage because in the short term it's just so much cheaper to store everything in steel and concrete casks on the surface.
Imagine how nice it would be if we could put all carbon dioxide emissions in glorified jars and casually forget about it for decades. Just send a couple dudes to inspect the jars and apply a fresh coat of paint every now and then.
