What the fuck did Stephen Hawking mean by this?

His argument is that the universe is expanding just fast enough to keep expanding forever and avoid a crunch. How does that invoke a supreme diety trying create intelligent life? Also he says earlier in the book that whoever set up the conditions for the Big Bang is outside the scope of science and the book. And then he suddenly drops this sudden tangent out of nowhere which I had to reread several times since it doesn't even logically follow from anything he wrote earlier
