Interstellar colonization is something that a low tier civ would want because they can't control its safety on their home planet due to natural catastrophes, virus, asteroids.. so by colonizing other star systems or planets they would guarantee that their species survives.

A real advanced civ wouldn't care about any of that, there's zero need for colonization, they wouldn't even need that many elements or any, it could all be AI controlled.

Well, I suppose there's a few reasons, many of which might be spurred by shorter-term interests and not be subject to the permissions granted by humanity as a whole, which wouldn't exactly make them invalid by any means. The second any colony becomes self-sustainable any semblance of colonial control evaporates. The empires of the colonial era struggled and failed to maintain control over colonies that were a few weeks away, the idea of controlling colonies that could be months away and can take hours to even establish communication with is laughable.
