Variants were considered long before Beta even rolled around, the public doesn't have the attention span or desire to hear a 5 hour lecture on epidemiology. If you had painted a grim picture about the outcome of a vaccine, you might have discouraged people from opting to take a treatment which could spare their lives, their wallets, or at least spare them from additional suffering.
