Because then you could say the rule at each step along the row is "Keep two lines of the first column in place, and move the other two lines somewhere to get the second column. Then keep the two lines you just moved in place, and move the other two lines somewhere to get the third column."
In fact, we can make "move the two lines somewhere" much stronger. In each step, the two lines being moved are rotated separately the same amount so that a horizontal line becomes a vertical, a vertical line becomes horizontal, and a diagonal line changes the sign of its slope.
