No there would be no forces pulling on the water. So the water would leave the bucket. Maybe add some sort of body for gravity then we can talk.

There is no reason why a spinning torus should produce a pseudogravitic effect since the difference between outside the torus and inside the torus are completely relative differences, and yet one exerts a force and the other doesn't.

In an otherwise empty universe, water would have no reason to stay in a bucket. It would just fly away. So you need air, and all the weighty gravity stuff that comes with it.

If the bucket is spun end over end, sure, contact forces between the bucket and water provide a centripetal force... but if you spin it about the vertical axis... there's nothing else in the universe, that means no gravity holding the water down in contact with the bottom of the bucket and if there's no friction there's no interaction to motivate the water to move at all as the bucket spins.
