There is literally no avenue forward right now to read and write to a fully developed adult brain, in terms of downloading information or something like that. There is a very strong argument to be made that such a thing isn't even possible at all regardless of advancements in technology, as the human neocortex is basically a complex network digraph of something in the range of 86 billion vertices with 1,000 trillion edges, and so finding any relevant cycle or mapping any set of synapses to specific mental state is equivalent to solving traveling-salesman on a graph of 86 billion vertices. A computer several orders of magnitude larger than the universe isn't capable of performing such a computation so it's not even relevant to think about in terms of science fiction stuff.
