Nice idea, if "IR" was supposed to be the set of representable integers. If it is supposed to be set of all real numbers, the possible area is unbounded below.
It's not a physical solution, but then, the problem "develop a game case with a given perimeter U" doesn't make much sense, without some additional constraints.

$2a+2b = 30$
$a + b = 15$
$b = 15 - a$
$p(a) = A(a, 15-a) = a(15- a)$
achieves its minimum at $a =0, 15$
So $a= 15, b=0$ or $a=0, b = 15$ .
