I can explain to you why you do not understand.
Lets see other planets have the possibility to develop another space civilization ants do not.
The space civilization can start taking territory on its own and expand into the stars. This can become a gigantic problem.
Keep in mind other space civilizations are colonizing the galaxy and if they are in the area of 10 light years and hear that one star is basically sending primitive radio signals you change your colonizing plans to ASAP target that star. Even if this fucks with your schedule. This star becomes top priority for extermination.
Lets see
>Hear primitive radio signals from a 10 light year away star
>Immediately target it for ASAP colonization/extermination
>Send new colony fleet to it
>Colony fleet arrives at destination in 150 ~200 years (b-b-b-b- where are all the aliens ?; you do not understand time)
>Basically have to deal with 2022 humans.
>Start the bla bla how peaceful you are, gather data on them then decide on extermination strategy
>Especially look if they did send other colonies to other stars to also target them for colonization/extermination
>Exterminate this civilization before it develops
>After you exterminate humans build cities on the planets of their solar system. Build more manufacturing cities and start building more colony ships to colonize all other stars.
>Colony builds new colony fleet and sends it to different star, closest first, unless you detect primitive radio indicating a civilization and this one becomes top priority.
