Unlikely, due to what we know about the history of Europa, and the current known requirements for life: basic amino acids, the first component required prior to native development for reproducing (environment adapting) genetic material, self replicating instruction sets.
Habitable to foreign artificial life? This highly depends on actual data, but if we consider the best case scenario, then you'd need to implement an ecological energy chain. Perhaps radiotrophic or phototrophic organisms could be involved on the surface, or perhaps optimized initially chemotrophic extremophilic organisms could alter Europa to create habitable zones for more productive organisms.
This is just speculation of course, but something I am working to make a reality.
