Multiplying everything on both sides of the division line, we get $10^{-31}\cdot 10^{-76} = 10^{-107}, 10^{-68}\cdot 10^{-24} = 10^{-92}$ , and so we get $\frac{10^{-107}}{ 10^{-92}} = 10^{-107}\cdot 10^{92} = 10^{-15}$ . You get an extra $10^{-4}$ from the thing in front of $10^{-15}$ , and this gives $10^{-4}\cdot 10^{-15} = 10^{-19}$ .
