RRR is the property of the treatment and thats what needs to be published since it is supposed to be constant (unless the virus mutates of course). ARR is by definition variable since it is the property of the environment that depends on many factors and will vary from place to place and also depends on the season, social distancing measures, lockdowns, etc. RRR reduces whatever risk you have, so your personal risk is unknown in a general case. Thats what they do clinical trials.

But absolute risk is so low you might want to consider not giving it to everyone on earth. Also they are counting hospitalizations, which are basically outliers in Covid situations. Would you judge vaccine efficacy with outliers, then prescribe it to every person? They didn’t do the bare minimum to study this. It may not even be worth it in the general population.
