Of course, ethnic cliques play a part, but every ethnic minority forms cliques. My own nation developed a sizeable diaspora in the west while we were under communist occupation, and said diaspora behaved much like the Jews do. But we don't have the peculiar mix of extremely insular ethno-religious identity discouraging assimilation and peculiarly high IQ helping ward off competition (and aiding attainment of high positions to begin with).
