If anything a decline in population will make them even more strong, united and cohesive, Also it is a great opportunity to increase the "quality" of their population as is the target.
It is more likely that after a sharp decline in fertility and population, economy will ease up and society will undergo restructuring as more old people die off, the new generation will have more resources and less taxes to pay (pension scheme etc), so their is a chance of TFR boom and further stabilisation.
