It's a contribution, to be sure, and significant enough to justify granting him his dissertation, but it's not exactly groundbreaking. Everything he's done since has just been attaching his name to the et al section of survey papers.
Don't get me wrong, he's done plenty for advocating science education... but he's got more in common with an ed doctorate than a researcher. He's also a kind of a prick. He came and did a public talk at my university back when I was in undergrad and I remember a gang of us taking our copies of BOB to the talk to get signed afterwards and he seemed less excited about a class of bright eyed physics and astronomy majors turning up and more disappointed that we weren't buying copies of his new book that he was hocking.
