There is exactly one family of periodic solutions:
$l_{1} = l_{2}, \theta_{1} = \theta_{2}, \Delta \theta_{1} = \Delta \theta_{2}$ .
In this family of solutions the masses don't matter. Every other choice of lengths, angles and angular velocities is chaotic.
