1) Mathematics, like any other science, is a team effort. Great mathematicians need to be educated, raised and put into a community of like minded mathematicians. In China and India no such community exists, although I suspect that is changing in China
2) For most of the past hundred years 99% of Asians have been locked in poverty level, rural subsistence conditions in their own countries.
3) Mathematician is not a very prestigious job in Asian culture. They usually go into finance, businesses or engineering, fields with commercial applications.
