thermonuclear weapons are "cleaner" but more destructive. a moot point if fired at a nuclear power plant which would be stupid unless MAD and/or 'scorched earth' is the intent.
groundbursts tend to produce far more fallout than airbursts but necessary if deep bunkers are the target.
this is why so much money was poured into conventional "bunker busters".
