If the African people are the closest to homo sapiens sapiens genetically (because the rest of the world has Erectus/Neanderthal and other sub-species mixture) and Homo sapiens is Latin for wise man why aren't the African people intelligent?

Sure some stuff happened in. Africa, I won't deny it but even the fucking wheel wasn't invented/used in the majority of Africa till contact with outside world.
What was the point of evolution to homo sapiens if it was going to reduce the intelligence, empathy and good looks of our species?
