Something given for free has no value. That's just how humans are. Just look at how people treat public facilities or volunteer work. People will only respect a thing if they have to pay something in return to get it, be it money or labor.
So if you want to help people by giving them what they need, you first need to trick them into working for it and give it some value in their minds.
