Why couldn't it? Water, energy, nutrients, lots of good stuff there.
We don't know how likely abiogenesis is, even given ideal conditions, could be trivial or a one time event. We'd have to look at more planets.

To our best knowledge it started with RNA-based ribozimes copying themselves imperfectly. RNA can copy itself. Or do a almost anything a protein can do., for that matter. Our ribosomes are likely remnants most closely resembling life from this ealy stage.
