I propose that photons can entangle at a distance given two photons of identical state but differing localities and a new principle called the entangle uncertainty principle that states that if you did not observe a change in one photon from another in a discrete subsection of space, called the discretion constant observed as d=1 light-year, that the entanglement of photons cannot be observed deterministically.
