They are very vulnerable to the weather, and they have a lot of drag if you try to move them quickly. Essentially the same issues as sailing ships. People like to be able to travel long distances quickly on a known schedule.
They are still good for advertising over sports events. And I believe there is a company in Germany that was running tourist flights, though I don't know how they handled the pandemic.
