It would require specialized glass and a steel geodesic lattice support design, and would be quite the logistical challenge hauling massive amounts of construction material from earth and getting it safely on the surface. Such a project would probably require local Martian mining and refining infrastructure beforehand to be in place. If it was the size of Aogashima in the Japan, a quarter mile, that would be enough space for a few thousand, comfy, but wouldn't necessarily be cost effective when inflatable modular cuck sheds could be set up, connected and covered in dirt.
