Language fails to capture the experience of living. Philosophical arguments are cope for people with uncertain feelings on the matter. You might as well fuck off to /lit/ and ask them if there's an afterlife for AI.
General intelligence is a more interesting point of discussion because it might actually produce some meaningful progress towards results. If general intelligence can be correctly defined, I have no doubt at this point that it could be achieved on modern hardware. It's just that we're still exploring the solution space, trying to determine in which direction we need to go.
