1. guess mathematical relationship between A and B
2. conduct experiment varifying mathematial relatiohsip between A and B
3. is it valid? If not, return to step 1; if yes, you have a theory
4. repeat experiments until said mathematical relationship fails. The longer it goes without failing, the more it goes from being a theory to being a law.
Think about the laws of thermodynamics, they describe clear mathematical rules for how heat behaves. We've conducted countless experiments which has repeatedly confirmed these laws. In essence they're just guesses. Everything in physics is just wild guessing, we just hold on to that which works and discards that which doesn't. Hence why we have like 3 different perfectly valid yet contradictory explainations for how gravity works
