I guess it can just accumulate data over no comms periods and send them later. But that would make it more complex and expensive.
From what I've found the surface temperature varies by about 0.5 K seasonally in some places. So there must be at least some lakes that never freeze over. Although that might also depend on solar cycles over large enough periods of time.
