If you picture an ice skater or ballerina they really use momentum. This pitch has the arm moving in the opposite direction of that winding. Work backward from there, the hand is brought up and around the head to facilitate bringing the ball down and in which helps stabilize the center of gravity against his leg coming up. If there is no momentum carried over from his little windmill into countering momentum from his leg then it doesn't facilitate the throw at all. I think there is a certain speed where this type of momentum could be used for pitching, I just don't think humans can do it. Look at a softball wind up and you get an idea of what I am talking about.
With that being said, you can see on his second turn that his left foot is almost coming off of the ground. This allows for a easily repeatable motion which may be allow for good pitch timing or muscle memory. It also loosens the shoulder, critical for a pitching. Very few if any would throw like this today which probably indicates that the negatives outweigh, like players stealing bases or eliminating unnecessary motions.
