If photon decay is possible, then what would the consequences be? Would the world just gradually start going dark until its complete darkness? Or would the universe itself stop existing?

Photon decay is prohibited by relativistic invariance. You can go to the center of mass frame for those two electrons, or even if it were two photons, but a single photon has no rest frame
