This is a real pain to translate because of historical/military words but basically it's an alternate reality dream where the Japs took San Francisco and won the war, then Germany and Japan combined their unstoppable engineering skills to create the first manned rocket.
Dialogue from the 3rd page:
"You'll be the glorious astronaunt who will ride the first manned rocket"
"Eternal glory to the Axis!"
"The Axis? Then what did Italy contribute?"
"The spacesuit you're wearing"
"What?"
"It's an Armani, pretty fancy right?"
"The shoes are Ferragamos"
"If everything works, we'll fuel the engines and fly you to space from Japanese soil" (not too sure about this part)
"However we heard from a spy that the Soviets are planning to launch a manned rocket within a few days"
"The cosmonaut is this guy, Gagarin. If you pass by him in space make sure to call him a dumbass"
