There are other risks due to the virus, even though they're small for young people. But as has been shown in Israeli data, one shot seems perfectly fine for young people in preventing any severe infection, and you can clearly see that only the concept of boosters is going to seriously raise the risk.
Moderna should be dropped entirely for under 30s, mandates should go, and Pfizer should be just a one jab recommendation for the young. This minimises the most risk all around.
