The fact that it's discussed so much is a sign that it already exists and the people at the top don't want you to know it.
They already use it to manipulate voting and the mass media. Most of the internet is algorithms and bots, not real content.

And it depends what you mean by "surpassing".
Does it really matter if an AGI couldn't learn how to walk if implanted in a body? I mean, all governments need is something like Cambridge Analytica. Simply to mind control people. And we're already there. We were there even during the cold war.

Nowadays it's just completely normal that if a child thinks they like the same gender that's perfectly normal and someone that wants to impede them is disrupting the social order and harming the child.

That would have been unthinkable a few decades ago. If you think that's a sign people are sheep the modern anti-gays are even worst. There were certain ideas about why homosexuality needs to be restricted a few decades ago. New relevant information has appeared: new research about the nature of homsexuality, new interpretations of that weird jewish book they like (many of them more rational then the average theology, looking at the translations and cultural context of the passages), all kinds of statistics about homosexuals. The anti-homosexuals do not respond to this new information by re-evaluating their ideas. They ignore it, invent reasons to dismiss it or search for anything that can confirm their bias. Not only are they sheep but they actively work to become more sheeplike.

Most people are malleable because it's really the only way they can make choices.

When you domesticate an animal, specimens with strong instincts -- the ones that aren't malleable enough -- wither from the stresses of an unnatural, subservient existence. Basic human intuitions and values have been largely extinguished, and those were really the only things tethering us to reality. Now it's all about social consensus and deference to authority; if you can influence those factors, you can convince the "rational", domesticated man to go along with anything, simply by manipulating his axioms and allowing him to come to the desired conclusions. This is why the midwits and their "public intellectuals" are trained to be so resentful of low IQ people.

High iq+ introspection let's you examine your own axioms in a rational way.
