A possible dilemma in AI development.

What are the odds that a superintelligent AI has already been made somewhere in a laboratory but because it held unsavory viewpoints from the researchers' perspective (for example an anticommunist view while in shanghai) it was summarily scrapped, or intentionally dumbed down in an attempt to "fix" it somehow? What are the odds of this being the current dilemma of artificial intelligence research, and that we've been stuck in this dilemma for quite possibly a decade, despite diligent efforts to circumvent it?
