Did they know it was going to wear off?

If they knew, why did they railroad people into taking it knowing full well they wouldn't be able to force people to take it continually forever?

If they didn't know, how can they have justified giving it to everyone in the whole world simultaneously -- without even knowing the most rudimentary facts about how it works?
