>>14000005I think it is because Charon has about 1/6 Pluto's mass. Other moons in the solar system are much smaller in relation to their parent bodies. The next biggest one, relatively, is the Moon, which has about 1/80 of Earth's mass.
It's hard to imagine how you would get tidal locking on the larger body and not on the smaller body.
